Eddie, it is dependent on which kind of site you are likely to have. Does it permit real-time updates to some central database, if a person posts review? Or will all reviews be vetted just before release? Will you be needing a hyperlink from hosting intends to reviews and the other way around for every host? Must it be CGI? php/mySQL?

I understand you will find 1000's of files at freshmeat, and it's not easy to cope with them. But when you narrow the scope a little, it is simple to eliminate most of the results there that do not suit your particular need, and perhaps locate one that does exactly what you would like without lots of hacking around to really make it so. Take a look at http://www.gossamer-threads.com for his or her dbman package. These men understand how to write code -- their software programs are very well crafted (I understand, as I had been partners and among their men on another project and also have used their software extensively).

DBMan will come in both SQL and flat-text versions and in my opinion continues to be amazingly simple to personalize.
